Answer:
Every user you create in the IAM starts with no permissions. By default, a user can do nothing, not even view their own access keys. If you are the owner of the account where you create the users, you can grant permissions to a user by creating policies and associating with his user. A policy is a document where you can allow or deny the actions for the AWS services.

For example, you are the owner of an AWS account and you decide to include another friend to your AWS account in order to help you with IoT services. In this case, you will create a user and associate a policy that allows doing actions on IoT Core AWS.
